Alright...basically, every country has its strengths and weaknesses, but each have common attributes. In times past, it was just big countries vs. small countries.

(hang on while I gather my thoughts)

This is the world as we know it. THis was made 400 years back, so some things are chagned. Snow has taken over the country of bronze. Currenlty, the big five are Konoha, Earth, Wind, Cloud and Mist. However, there are also smaller countries such as Snow, Rain, Grass, Waterfall, Sound and Shadow (somehwere in Sound territory). The East is at war with all of us, so they will not intefere. Currently, we could try to divide it into similar attributes. For example, the big five, the large coutnries, obviously form a bloc. Since much of it is based in Konoha, a village of forests, I propose we aclle it the Hayashi Alliance. Waves, now known as seaports, has always been a good trade aprtner of Snow and Shadow, since all three are each technologically advanced in its own ways (Seaport: most advanced navy. Snow: most advanced airfleet. Shadow: msot advanced land armarment). Therefore, sicne they are smal lcountries but band togehter well, this would be the Central Northern Pact. Grass, Rain, Waterfall, Ero vilalge nad Draggon (the area between Waterfall adn Sound) are well connected, and generally support themselves in combat, which is why we should group them together into a league.

401 years! so there is the Hayashi,Central Nothern and Leauge?

I agree with jan...if it boils down to alliances, these make the most sence.

but question wouldn't that mean the main countries would have more soldiers witch means they can fight longer and such

or am i getting the wrong idea

It appears so, but snow, shadow, and sea port are much more technologicly advanced and could fight at the same level of all those troops, and the league has alot of nations and would probably equal them when added up.

Tell Ziek my cat could probably hold him off, that he can hold his hunger off a little longer. Basically, the big five, their weakness is technology. Due to their large amount of troops, their finances are very spread out, their troops are underequipped, and there is not enough money to equip them with state-of-the-art technology. The Central Northern Bloc could probably hold them off because all three are wealthy trading nations. The League (they'll have to think of a name) have the most battle-hardy (in Naruto, Rain is the site of most attakcs, and so the people of Rain have the most experience with war, as does grass).
